About w3.org

W3C (The World Wide Web Consortium) is an international community that develops open protocols and guidelines ensuring the long-term growth of the web. W3Cā€™s primary responsibility is to standardize web technologies. To accomplish this, the organization follows processes that promote the development of high-quality standards based on community consensus. All stakeholders can have a voice in the development of W3C standards, including members both large and small, as well as the public. In August 2011, W3C created Community and Business Groups with a lighter-weight process to promote innovation. W3C was formed by Tim Berners-Lee in 1994 and is based in Cambridge, Massachusetts, United States. Berners-Lee began W3C when he wrote the first version of the ""HyperText Markup Language"" (HTML), the document formatting language with the capability for hypertext links that became the primary publishing format for the Web.
